Encourage communication. Request early questions or clarification of anything in the RFP that is not clear. Reply promptly to all inquiries, and provide copies of the questions and your responses to all prospective bidders. If appropriate, schedule meetings or bidder conferences, providing “virtual” access via teleconference or computer networking when necessary.
