Evaluate the Proposals

If you have a large number of complete proposals, create a short list of three to six by reading through all of them quickly and selecting the ones that seem most credible and appropriate.

Follow up on references provided and evaluate any work samples submitted with the proposal. Use the quality of the proposal itself to judge the thoroughness and care the bidders bring to their work. Document any personal experience you have with each bidder.
