Creating Site Workflows
Site workflows enable you to have an instance of a workflow not directly attached to a list, library, or content type. Previously you created a list to capture some data on initiation and did not use the list again. Now, using a simple initiation form, you can capture all the data required to process the workflow. As there is no list or library for your workflow to retrieve data from, you must have an initiation form to capture the parameters used in the workflow.
