Creating a Feature (or custom action Feature) in Visual Studio enables you to extend functionality beyond that of creating custom actions in SharePoint Designer. For instance, if you want to remove existing ribbon commands, or create new ribbon groups, then you can do that by creating a Feature. Using Features, you can also define the scope of an action beyond that of a single list ribbon or LIM, including Web, Site, Web application, or Farm.
