This section is about two things:
Localization or language settingThis setting determines in which language error messages, menus, dialogs, help texts, and so on will be displayed. Also the formatting of the date, time, currency amounts, and the like changes accordingly.
Character setThe character set determines which codes are used to store letters. A character set describes the assignment between numeric codes and letters.
