The GRUB menu is defined by the /etc/grub/grub.cfg or /etc/grub2/grub.cfg file. grub.cfg in the EFI directory contains a few lines of text that can be read by GRUB to indicate where the “correct” grub.cfg file is located. Also, on Fedora and RHEL, the /etc/grub2-efi.cfg link points to /etc/grub2/grub.cfg.
Manual changes to grub.cfg are not provided! The access rights of this file are therefore set to read-only. If you want to modify the GRUB menu, you must modify the underlying configuration files:
/etc/grub.d/* (general GRUB configuration files)/etc/default/grub (additions: Debian, RHEL, SUSE, Ubuntu)/etc/sysconfig/grub (additions: Fedora)
