「戦略、戦術、運用」の
3つの層がつながれば

解説
あらゆる組織は「戦略層」「戦術層」「運用層」の 3 つの層から成り
立っていると言われます。
戦略層：
組織の中長期的な方向性と大枠のリソース配分を決める層
戦術層：
戦略を実現するための具体的な施策（計画）を立案する層
運用層：戦術層で決めた施策を実際に実施して実現する層
商品やサービスを企画し、それを開発して運用／サポートするとい
う時系列の流れは、「戦略→戦術→運用」を表現しています。
企画や設計を「上流工程」と呼びますが、これは水が重力によって
上から下にしか流れないことから始まった表現と言われています。こ
の考え方も間違いではありませんが、現実のビジネスはこのような一
方通行の単純な流れではありません。
例えば今回のケースのように、現場で得た事実から企画にフィード
バックする流れは、「運用→戦略」の流れだと言えます。他にも「運用
→戦術」や「戦術→戦略」へのフィードバックもありえます。
つまり、戦略や戦術の机上の議論（想像）だけではなく、現場の実
績（実際に実施してみた結果）やお客様の声がフィードバックされる
ことにより、戦略や戦術をより良い方向に軌道修正することが可能と
なるのです。
いずれにせよ、こうして戦略、戦術、運用の
3 層がシームレスかつ
柔軟に相互に連携し合うことにより、組織はより活性化され、ビジネ
スがスムーズに回るようになります（図
