Chapter 2, Developing Custom Applications, showed how you can give administrative capabilities to a standard user. Delegated Development lets you be more selective about who can make changes to an application, including writing code, without giving the admin role.
This functionality uses, in part, roles to identity and control this functionality. You can see these by navigating to User Administration > Role, and looking for role names that start with sn_dd.
