We have seen how rules are not always considered proper game mechanics. According to Schell, rules are the most fundamental mechanic because they define the space, the objects, the actions, the consequences of the actions, the constraints of the actions, and the goals.

Goals are probably the most important rule in every game. Goals must be always clear to both the designer and the player. Whether you prefer to consider rules part of the game mechanics or something that govern and determines how game mechanics interact together, don't forget that rules are a fundamental part of every game.
