You'd ideally want the core game mechanics to be as close to final as possible before spending significant time and effort on polishing your onboarding experience and tutorials. Early on, the tutorial budget is better spent on in-game text and visual feedback. In the short term, recording a tutorial video or explaining the game in person are also valid approaches. Once you start exposing your game to more people and enter external testing, you'll likely have the basics more or less set in stone, making the time spent on tutorials time well spent.
