Bullet points are effective and brief. They can act as a to-do list for the reader and cut off much useless and verbose writing. If you write them in a hierarchy, they also communicate priorities. Be sure not to create a wall of bullets points. If you end up with a list of more than ten elements, you're probably not focusing on the essentials, or not deconstructing your feature into small enough pieces that can be handled in separate sections or documents.
